Trump will declare the situation at the Southern Border a national emergency, he will explain why a wall is necessary, and he will call upon Congress to authorize the money to build the Wall. He will warn that if Congress does not authorize the funds, that the government shutdown will continue until it does, but that he will direct the military to begin construction on the Wall.
Nancy Pelosi will respond that we are a nation of immigrants, that the Wall is immoral, that the Democrats will never fund it, that Trump's use of the army is an unconstitutional usurpation that the Democrats will challenge in federal court.

He'll make the "ok" hand sign with his tiny baby hands while he struggles to speak in complete sentences - nervously, then he'll continually point at the camera like a toddler while he sneers and squints his wrinkly little eyes.
He will forget (because, mentally unstable) that he is not at a rally of in- bred white-trash, red-hat wearing degenerates, and start to chant "lock her up, lock her up" like a twerking meth (or adderall) freak before the camera cuts away.....
It will be everything the DS45 cultists crave......

The only reason Trump would do this is to lay out his argument for declaring an emergency to build the wall. He'll give Congress one last chance to approve it and if it does not do so, he'll do it under emergency measure.
It's the only reason to hold this conference.
