Bush worked with members of congress in creating the department of homeland security, increasing defense spending, and investing in human intelligence. Bush's administration implemented the USAPatriot Act to defend us here at home. President Bush liberated 50 million people. 50 million people who lived in terror are now free. Bush also began the fight to chase away the taliban and captured various leaders of terrorist organizations. Did Bush change the GOP? President Bush changed the republican party when it came to foreign affairs. Ever since the Regan era, republicans had believed in increased defense spending.
