President Trump said Saturday morning he will allow the release of the classified files related to former President John F. Kennedy's assassination in 1963.

"Subject to the receipt of further information, I will be allowing, as President, the long blocked and classified JFK FILES to be opened," Trump tweeted.

Trump's announcement counters a report that predicted the president was likely going to block the release of some of the documents by the National Archives, which citing pressure from the CIA over possibly harmful national security information being revealed.

Still, White House spokesperson Lindsay Walters told Politico Magazine that the Trump administratioin was trying "to ensure that the maximum amount of data can be released to the public.

The deadline for the National Archives to release the 3,100 documents, primarily from the CIA and FBI, is Oct. 26. The date was established by the President John F. Kennedy Assassination Records Collection Act of 1992, which was signed into law by former President George H.W. Bush in an attempt to minimize conspiracy theories about Kennedy's death.

Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, and Rep. Walter Jones, R-N.C., led a group of bipartisan lawmakers urging Trump earlier this month to allow full access to the classified documents.

"Transparency in government is critical not only to ensuring accountability; it's also essential to understanding our nation's history," Grassley said in a statement. "The assassination of President Kennedy occurred at a pivotal time for our nation, and nearly 54 years later, we are still learning the details of how our government responded and what it may have known beforehand. Americans deserve a full picture of what happened that fateful day in November 1963. Shining a light on never-before-seen government records is essential to filling in these blank spaces in our history."

These 8 photographs are of Commission Exhibit 399, the so-called "magic bullet." According to the Warren Commission, this mildly flattened but otherwise undamaged bullet passed through Kennedy's back/neck and then broke a rib and shattered the wrist of Governor Connally. The gouge in the nose and base were created by the FBI when extracting samples for testing.

How Good a Shot was Oswald?

Oswald’s Marine Rifle Marksmanship Scores

In the late 1950s, US Marines were categorised at three levels of shooting ability, according to the scores they achieved at a standardised test of their accuracy:

  1. Expert: a score of 220 to 250.
  2. Sharpshooter: 210 to 219.
  3. Marksman: 190 to 209.

According to his Marine score card (Commission Exhibit 239), Oswald was tested twice:

  1. In December 1956, after “a very intensive 3 weeks’ training period” (Warren Commission Hearings, vol.11, p.302), Oswald scored 212: two marks above the minimum for a ‘sharpshooter’.
  2. In May 1959, he scored 191: one mark above the minimum for a ‘marksman’.

Colonel Allison Folsom interpreted the results for the Warren Commission:

The Marine Corps consider that any reasonable application of the instructions given to Marines should permit them to become qualified at least as a marksman. To become qualified as a sharpshooter, the Marine Corps is of the opinion that most Marines with a reasonable amount of adaptability to weapons firing can become so qualified. Consequently, a low marksman qualification indicates a rather poor “shot” and a sharpshooter qualification indicates a fairly good “shot”.

Although the distance from Oswald’s supposed location to JFK’s car was never more than about 90 yards (82 metres) during the shooting, several factors increased the difficulty of the act:

  • the presidential limousine was moving away from the gunman’s location;
  • the car was obscured for some of the time by an oak tree;
  • all the shots had to have been fired within a very short space of time;
  • and, most importantly, the only rifle that could have been used was awkward and unpredictable.

CE 399: Bullet found on stretcher at Parkland Memorial Hospital, Dallas, Tex. (see 17 WH 49, introduced at 2 WH 374).

A bullet was discovered on a stretcher outside the operating theatre in Parkland Hospital, Dallas, at around the time when Governor Connally was undergoing emergency surgery. The Warren Commission was told that this bullet was of the same type as those found on the sixth floor of the Texas School Book Depository, and that it had been fired from the rifle discovered on the sixth floor.1

Several problems soon emerged with the nature and provenance of what became known, derisively, as the magic bullet.

The Magic Bullet: Commission Exhibit 399

It became clear that this bullet alone could not have caused all of Connally’s injuries:

  • Despite the great destruction it had apparently caused, the bullet had suffered very little damage. Its base was slightly squashed, and its copper sheath possessed several fine scratches, but the bullet was otherwise intact. It was supposed to have destroyed four inches of one of Connally’s ribs and shattered the radius bone in his wrist, one of the densest bones in the human body. To determine whether the condition of the bullet was consistent with these injuries, two sets of tests were conducted:
    • The US Army fired ten similar bullets into the wrists of human cadavers. In all ten cases, the bullets were severely damaged.2
    • The FBI fired two bullets into tubes of cotton. Both of these bullets displayed a minimal amount of damage, just like CE 399.3
  • More metal had been deposited in Governor Connally’s wounds than was missing from the bullet. The surgeons who operated on Connally noted several tiny fragments of bullet lead in his wrist, as well as a larger fragment in his thigh. Other fragments may well have been washed out when the wounds to the torso and wrist were cleaned prior to surgery. The only part of the CE 399 bullet which was not sheathed in copper, and from which the lead fragments could have come, was the base, but the only piece missing from the base was a very small sample taken by the FBI for testing. Even without that sample and another taken from the nose, the weight of the bullet was within the normal tolerance of intact bullets.4
