The fatal shooting of Philando Castile last year by a Minnesota police officer reinvigorated an old debate about how people who are licensed to carry a concealed weapon (CCW) should handle interactions with the cops. The officer, who was acquitted of manslaughter in June, panicked during a traffic stop after Castile, a CCW licensee, told him he was armed.
Some gun owners argue that disclosure is considerate and prudent, while others worry it will escalate a routine traffic stop into a tense, unpleasant, and possibly life-threatening encounter. But virtually everyone agrees it's important to know the relevant legal requirements, which vary from state to state.

FAKE NEWS. If true, he wouldn't have been acquitted.
Castile was shot because he was high on marijuana and refused the officer's order not to reach for his gun. Perhaps Mr. Sullum didn't see the widely circulated YouTube video.

Only if they ask. If you have a CHL when ask for ID you present id plus your CHL. Don't freak out because they will sense you are trying to hide something and dig into you. Just use common sense.
Some states require you to inform an officer upon conversation with them(I think Alaska is that way).

Philandro Castile was shot while reaching for the pocket where he said he had a gun, while being ordered not to reach.
The article is contrary to the facts as determined in a court of law.
There was no conclusion that the officer panicked.
Philando Castile, having fifty-five (55) prior driving incidents, knew the drill.
