Stone has obviously never applied for a building permit. Especially not for one for new construction in a coastal area where you need approval by the Coastal Area Management Act,the Army Corps of Engineers,local,and state officials,and sometimes,even the freaking EPA.
People have been fined tens of thousands of dollars for putting in a freaking garden without asking for permits,and then refusing to "restore the area to original condition to pass inspection" and trying to fight government enviro-nazis in a government court. There are people in federal prison for refusing to comply.

I think you will find there are codes that prohibit vehicle with expired registration to sit in the driveway. There are codes that prohibit vehicles to be parked off the driveway and in the yards around the residence except temporarily for loading, cleaning and so forth.
I have a pickup I keep at a family farm that I can drive for miles around the property. I haven't licensed or insured it in years because that is all I keep it for.
If you live in bossy towns or neighborhoods, that's your problem.
