IMHO, there was no need for the K9 officer to allow the dog to keep nawing on the arrestee, when there was a sufficient amount of officers present to get him cuffed without injury to officers. Better yet, they should have tased his naked ass... make the idiot ride the lightening bolt. The route they took will cause CIVIL LIABILITY PAYOUT by taxpayers. I'm the infidel... The neighbor called the cops, and they turned the police dogs loose in the junk yard. The friend ended up with 12 stitches on his face, and a frightening experience.
