What he really can't do is pardon the foundations and pre-empt any investigation. His pardon would not prevent non-criminal investigations, and would prevent any claim of 5th amendment privilege where there is no possibility of criminal charges. His term in office continued until his resignation on August 9, 1974. Pursuant to resolutions of the House of Representatives, its Committee on the Judiciary conducted an inquiry and investigation on the impeachment of the President extending over more than eight months. The prospects of such trial will cause prolonged and divisive debate over the propriety of exposing to further punishment and degradation a man who has already paid the unprecedented penalty of relinquishing the highest elective office of the United States. Now, Therefore, I, Gerald R. Now they cannot be out there as an organizing force of resistance. They have to play nice and quietly retire from the scene, or work in a way that is challenging Democrats for power, but not challenging Trump. Right now he has to deal with Trump for the transition, and Obama will not make any more of his remaining term a living nightmare than necessary, not just because of Trump but because of Trump's supporters as well.
