What he really can't do is pardon the foundations and pre-empt any investigation. Now they cannot be out there as an organizing force of resistance. They have to play nice and quietly retire from the scene, or work in a way that is challenging Democrats for power, but not challenging Trump. Right now he has to deal with Trump for the transition, and Obama will not make any more of his remaining term a living nightmare than necessary, not just because of Trump but because of Trump's supporters as well.
