Saying wages are too low is not necessarily advocating increasing minimum wage. He may instead be advocating an end to exporting jobs to Mexico, China, et al, and other policy changes that would increase wages through economic supply and demand forces. He stated that IF we wanted to compete for those jobs lost to other countries, wages would have to be lower.
