IMO Jeb! and Hillary are the weakest candidates due to their high disapproval ratings. Not many people really like a Clinton or a Bush. No doubt that they can extort big money from fat cat donors. McCain and Romney are proof that you can throw bucketfuls of money at a lousy candidate (globalist progressives), and lose.
