As Wisconsin Governor Scott Walker heads into the final stretch in his effort to hang onto his job, he is finding it increasingly more difficult to make his case honestly— or without using huge sums of taxpayer money to sway voters.

While life would likely have been easier for the Governor had collective bargaining remained the key issue of the campaign, now that the election has become largely about Walker’s record on job creation, the polls reveal that things are becoming increasingly more difficult for Scott Walker. Wisconsin currently competes with Nevada for the dubious title of worst job creator in the nation, resulting in the polls tightening into a dead heat, leaving the Governor with reason to be worried.

Walker has consistently cried poverty in the state budget as the rational for his many controversial moves, the Governor miraculously came up with $100 million to fund economic development in Milwaukee’s poorest areas—money Walker claims will come from the Wisconsin Housing and Economic Development Board.

Even more surprising is the astonishing resemblance between the Walker scheme and the series of measures put forth by President Obama as the Governor’s proposal involves reoccupying foreclosed and vacant properties while making loans and venture capital money available to small businesses and industrial developers.

Of course, Scott Walker had been a vocal opponent of such proposals when uttered by the President.

[Madison, Wisc...] Wisconsin's Department of Administration revenue projections show the state is expected to finish the two-year budget cycle in the black and, for the first time in a decade, the state will have enough of a surplus to transfer money into the rainy day fund in consecutive years.

"This is great news for Wisconsin taxpayers. When we balanced the state budget and erased a $3.6 billion deficit, our goal was to return financial stability to the state," said State Representative Robin Vos, the Assembly Co-Chair of the Joint Committee on Finance. "This is a great example of how honest budgeting pays off."

The Department of Administration expects the state's revenue forecast to improve by more than $265 million.

"When we started, the Democrats left us with a $3.6 billion deficit and jobs were fleeing the state," said State Senator Alberta Darling, the Senate Co-Chair of the JFC. "Instead of kicking the can down the road, Governor Walker and Republicans rolled up our sleeves, passed real reforms, and cut taxes. Our state is seeing the benefits of those reforms. Our budget is in the black."

Two months ago Legislative Fiscal Bureau officials reduced its projected general fund tax collections by $272.8 million and said the state faced a deficit of $143 million through June 30, 2013. However, Department of Revenue officials credit job creation and growth in personal income for the increased revenue projections.

"While critics want to talk down Wisconsin and root against our state, we are showing once again that we're heading in the right direction," said Rep. Vos.

The state has also completed debt refinancing, which saved $78 million over the biennium and the 2012-2013 budget cycle conclude with a $154.5 million surplus and will allow the state to put $45.4 million into the state's rainy day fund.

Despite Wisconsin Job Loss MacIver Institute Insist the Governor’s plan “Is Working”

In February 2012, The MacIver Institute released an advertisement that makes a variety of claims about how Wis. Gov Scott Walker’s programs are “working.” The ad asks Wisconsinites not to believe what they see going on around them and instead to fall for the spin developed by Walker’s messaging team. This ad comes at a time when the state of Wisconsin has lost jobs for six months running. Madison’s Capital Times reports “It” may be working. But if Walker keeps at it, Wisconsinites won’t be working. [14]

According to the Eye on Wisconsin blog, the domain name maciverinstitute.com was privately registered in December, 2008, "with no one willing to lay public claim to the new org[anization]."[44]

The MacIver Institute receives funding from the Lynde and Harry Bradley Foundation, and has reportedly received $300,000 from them from 2008-2010 to support general operations.[46][47]

The article I posted is pretty darn accurate. The tile says "fight off recall" not "fund his campaign".

In this case timing is everything, the point of the article. Walker is using state funds to make himself look good to all them unemployed people in Milwaukee, and to progressives in general.

Gov. Scott Walker announced a $100 million economic initiative Monday designed to create jobs and improve industry in inner-city Milwaukee.

“Transform Milwaukee” will focus on the creation of an industrial, residential and transportation district, focusing on the poorest sections of the city, including its 30th Street corridor.

The Wisconsin Housing and Economic Development Authority has committed $100 million to the Transform Milwaukee project over the next two years. It will be working with federal agencies as well as private foundations on neighborhood improvement projects the groups hope will create jobs and promote new business.
