On January 30, 1933, President Hindenburg appointed Adolf Hitler chancellor of Germany. Although the National Socialists never captured more than 37 percent of the national vote, and even though they still held a minority of cabinet posts and fewer than 50 percent of the seats in the Reichstag...

So can I assume that was an officially sanctioned function of the German President?
The rest sounds rather like the Republican party. Except I believe that German elections had multiple parties on the ballot. So 37 percent might be a fairly large majority. I'm just really guessing though.

Hitler wanted to re-do elections until he won or Hindenburg gave in. He, Hitler, instigated outbreaks of violence to apply political pressure until he got the appointment he wanted.
The vote was divided four ways, and his 37% was still less than Hindenburg's party, 53%.
