Does that mean what I *think* it means Probably not. It just means Dugout Doug was his immediate superior,and Ike was the guy that insured his orders and wishes were obeyed. Think of Dougout Doug as the President and Ike as the Chief of Staff. Which is really what a Executive Officer (XO) in a military unit does. The Commanding Officer gets to remain aloof from any problems his ideas and orders cause,and his XO takes the blame because he is the one that sees the orders are followed.
