Yep. Nagin was the one that didn't enact his own evacuation plan. Blanco was the one who said 'I need to think about it for 24 hours' which caused it to take 72 hours before BUSH and FEMA and the military could get those supplies to NOLA. In my case they also could afford to pay for horses, their feed and expenses, two week camping trips, various lessons, musical instruments and lots of extracurricular stuff on a single fairly typical middle class income.
