NO bill, law or policy can be retroactive. Obama was allegedly born in 1961, not 2011. The new Hawaii policy cannot be applied to him.

Even worse is that Hawaii officials are in violation of state of federal laws. Since long form is the only way to receive federal documentation.
Retroactively changing it without the change being passed by the state congressional government makes those whom did the changes into felons, along with being traitors.
