WICKED WEATHER ACROSS U.S.: Torrential downpours swamp parts of Texas

• Fire forces evacuations in Arizona HOUSTON -- More than 10 inches of rain fell Monday along parts of the gulf coast, stranding drivers on roads in waist-deep water in southeast Texas, where National Guard troops were on standby for more storms.

Rain from a second storm had begun to fall in Houston late Monday afternoon.

As much as 10 1/2 inches of rain was reported in the Houston area by the height of the morning rush hour, said Rusty Cornelius, administrative coordinator for Harris County Emergency Management.

Almost 6 inches of rain fell in 75 minutes near Hobby Airport, the National Weather Service reported.

No deaths were reported, but roads across the Houston area were flooded and vehicles were stalled.

Hobby Airport was closed for more than two hours because employees couldn't get through the flooded roads to work. Several schools were closed.

Flood warnings remained in effect for bayous in Harris County, and a flood watch was issued through this morning for about a dozen counties in southeast Texas.

Near Hobby Airport, Luis Robles awakened to a leaky ceiling and floodwaters creeping into the front yard. Less than a mile away, the water was waist deep at an I-610 exit.

But officials said drainage improvements made since Tropical Storm Allison's catastrophic damage five years ago were working.

Gov. Rick Perry activated 50 Texas Army National Guard trucks, four helicopters, 30 rescue boats, an airboat, seven swift-water rescue teams and a civil support team from the 6th Army National Guard unit.

Harris County authorities said the forces would remain on standby.

In Sulphur, La., emergency crews evacuated 120 patients from Holly Hill Nursing Home, flooded with up to 1 1/2 feet of water after debris clogged a city storm drain near the nursing home. Residents won't be able to return for at least a week, owner Elizabeth Fellows said.

As much as 9 1/2 inches of rain was measured in Sulphur, and the area had received an average of 4 to 6 inches by late afternoon, senior forecaster Kent Kuypers said. Nearby DeQuincy had about 14 inches, he said.

Hurricane Rita hit the same area near the Louisiana-Texas border in September. "There's pretty widespread flooding around the parish. A lot of roads are closed," said Dick Gremillion, the Calcasieu Parish, La., emergency preparedness director.

NORTH PERRY, Ohio - A small earthquake that was felt along the Lake Erie coast hit near Cleveland on Tuesday afternoon but caused no damage.

The quake was recorded at 4:11 p.m. about three miles into Lake Erie near North Perry, about 40 miles east of Cleveland. Preliminary data show it registered a magnitude of 3.4, said Michael Hansen, coordinator of the Ohio Seismic Network, a division of the Ohio Department of Natural Resources that tracks earthquakes.

Reports of the ground shaking came from as far west as Westlake and as far east as Madison, Hansen said.

"It caused a lot of excitement with people," he said.

Hansen said researchers are particularly intrigued because it was the 10th and largest quake in northern Ohio this year. The second-biggest was a 3.0 magnitude March 11, 2006, also beneath the lake.

A rapidly-spreading wildfire in Costilla County this afternoon caused several people in Forbes Wagon Creek Ranch and Forbes Park to evacuate their homes and a part of U.S. 160 was closed, the sheriff’s office said.

The fire, which was at 200 acres Sunday, grew by 300 acres overnight and today grew to 2,500 acres, said Larry Helmerick, fire information officer for the Rocky Mountain Area Coordination Center.

The fire was so intense at one point that firefighters were pulled off the line. About 150 firefighters from across the San Luis Valley were battling the blaze Monday, according to the Costilla County Sheriff’s Office.

The fire, named the Mato Vega fire, is burning northwest, about 8 miles west of La Veta Pass, said Steve Segin, fire information officer.

U.S. 160 was closed between Fort Garland and Walsenburg, and mandatory evacuations were in place, said Jacob Vigil, a sheriff’s office dispatcher.

The Federal Emergency Management Agency also said today it will help fund firefighting efforts after learning more than 200 homes are threatened, including as many as seven historic buildings.

magnitude 8.0 earthquake IN CALIFORNIA

Southern CA at risk for massive quake

KPBS SAN DIEGO (2006-06-21) A new study by Scripps Institution of Oceanography indicates a considerable amount of strain is building on the southern end of the San Andreas fault, and could result in a significant earthquake at any moment.

The study, led by Scripps' geologist Yuri Fialko, is comprised of more than 20 years' worth of detailed data, and suggests the two plates on either side of the southern San Andreas fault are slipping past each other at 25 millimetres per year.

Without a recent quake to alleviate that pressure, the fault line could result in a magnitude 8.0 earthquake. The southern end of the San Andreas fault has remained static for three centuries.

The study was published in today's issue of the journal Nature.

Floods Spark Evacuations on East Coast

FEDERALSBURG, Md. (AP) - Heavy rains caused serious flooding Sunday in Pennsylvania, Delaware and along Maryland's Eastern Shore, washing out roads and forcing some residents to evacuate their homes. No deaths or injuries were reported.

In Maryland, 4 to 5 feet of water was reported in parts of northern Dorchester and southern Caroline County, state Emergency Management Agency spokesman Jeff Welsh said. At least 20 roads in Dorchester County were closed, and a large section of Route 307 was washed out down to the gravel, said 1st Sgt. Russell Newell, spokesman for Maryland State Police.

"It is quite a serious situation," he said.

Thousands of Pepco customers in Montgomery County lost power and emergency officials in Harford County said there was an unconfirmed report of a tornado sighting. Flash flood warnings were issued for Baltimore city and Baltimore, Prince George's, Montgomery, Howard, Harford and Cecil counties.

In Chevy Chase, floodwaters trapped about 30 people inside a recreation center near Rock Creek Sunday night, Montgomery County fire officials said.

Low-laying areas of Federalsburg, a southern Caroline County town of about 2,600 people, were flooded Sunday morning and about 45 people voluntarily evacuated, police chief Donald Nagel said. A state of emergency was declared in the city.

In the southwest Delaware town of Seaford, cars were floating in a Wal-Mart parking lot. Up to 15 people were evacuated from their homes, city spokeswoman Amy Walls said.

Thelma Gillespie said water was waist-high in the family room of her split- level home, and three of her vehicles were submerged up to their roofs.

"It's just a mess. I don't know where to start," Gillespie said. "All my furniture down here was new last year, and I don't have flood insurance."

In western Pennsylvania, flash floods triggered by heavy rainfall prompted a state of emergency in parts of Armstrong County.
