The Veterans Affairs Department quietly moved this month to ban flying of Confederate flags from fixed flagpoles at the cemeteries it runs, striking yet another blow against the controversial emblem.

Congress had debated and rejected that change, but the Obama administration decided to move forward anyway, saying it was unilaterally imposing the restrictions.

“In particular, we will amend our policy to make clear that Confederal flags will not be displayed from any permanently fixed flagpole in a national cemetery at any time,” wrote Ronald E. Walters, under secretary for memorial affairs at the VA.

Rep. Jared Huffman, a California Democrat who had pushed for the changes, declared victory after the move, and said it was a rejection of some of the sentiments seen at rallies for GOP presidential hopeful Donald Trump.

“While racist individuals and groups continue to embrace the Confederate battle flag, it has never been more clear that this anachronistic symbol of hatred, slavery, and insurrection should not be promoted or gratuitously displayed on federal property,” Mr. Huffman said in releasing the VA letter last week.

The new policy’s reach is rather slim substantively — currently, Confederate flags were allowed to be flown from VA cemetery flagpoles on Memorial Day and Confederate Memorial Day. But it is the latest in a long-running symbolic battle against the flag.

The fight began anew last year after a white man went on a killing spree at a black church in Charleston, South Carolina, slaying nine parishioners. Dylann Roof, whom prosecutors are seeking the death penalty for, posted photos of himself holding a Confederate flag, and wrote white supremacist tracts, prosecutors say.

His use of the flag became a flash point, and South Carolina quickly retired the Confederate flag from an honored spot at a memorial on the state Capitol’s grounds. The push to remove the flag from elsewhere in public life has raged since, with some lawmakers trying to oust from the U.S. Capitol any state flags that pay homage to the Confederacy.

The VA was the last federal department that allowed Confederate flags to be flown from flagpoles. Now the department is in line with the National Park Service and the Army, both of which also maintain cemeteries and which allow groups to place Confederate flags at individual grave sites on Memorial Day and Confederate Memorial Day, but the flags must be removed after the observance.

Mr. Huffman has won House floor votes in both 2015 and 2016 on amendments that would have prohibited flying the Confederate flag from VA flagpoles. Last year, the fight snagged the entire spending process, while this year GOP leaders quietly deleted the confederate flag language from a final House-Senate compromise.

Mr. Walters, in his letter to Mr. Huffman, said the National Cemetery Administration had been awaiting direction from Congress but this summer decided it was moving ahead anyway.

“Although it appears that Congress will not adopt any modifications … NCA has decided to reverse its policy in a manner that is consistent with the House amendment,” he wrote. (1 image)

The flag displayed is the military flag for the Army of Northern Virginia.

The battle flag of the anv was square in most instances, I believe.

The csa never adopted a national flag but when I was growing up, at least in my neck of the woods (tullahoma, tn) a white banner with the stars and bars in the upper left-hand corner was run up the old flag pole when appropriate.

The first Confederate national flag, the Stars and Bars, flew with from 7 to 13 stars. Due to confusion on the battlefield distinguishing the US and CSA flags, the army made a new design.

The original design was rectangular but was changed to save material. The Army of Northern Virginia officially adopted the square version but the retangular version was also known to have been used. After the war, various Confederate veterans groups adopted the battle flag and have carried it forward to present day.

The rectangular version was used by the C.S. Navy as the naval jack.

In any case, whether square or rectangular, it was the flag of the military, and not the national flag.

The national flags do not bear much resemblance.

The Battle Flag alongside the Stars and Bars:

The official national flags were, in order, The Stars and Bars, The Stainless Banner, and The Blood-Stained Banner.

Civil War Era Flags –


The First Official Flag of the Confederacy. Although less well known than the "Confederate Battle Flags",the Stars and Bars was used as the official flag of the Confederacy from March 1861 to May of 1863. The pattern and colors of this flag did not distinguish it sharply fom the Stars and Stripes of the Union. Consequently, considerable confusion was caused on the battlefield.
The seven stars represent the original Confederate States; South Carolina (December 20, 1860), Mississippi(January 9, 1861), Florida (January 10,1861), Alabama (January 11, 1861), Georgia (January 19, 1861), Louisiana (January 26, 1861), and Texas (February 1, 1861).


The second Official Flag of the Confederacy. On May 1st,1863, a second design was adopted, placing the Battle Flag (also known as the "Southern Cross") as the canton on a white field. This flag was easily mistaken for a white flag of surrender especially when the air was calm and the flag hung limply.
The flag now had 13 stars having been joined officially by four more states, Virginia (April 17, 1861), Arkansas (May 6, 1861), Tennessee (May 7, 1861), North Carolina (May 21, 1861). Efforts to secede failed in Kentucky and Missouri though those states were represented by two of the stars.


The third Official Flag of the Confederacy. On March 4th,1865, a short time before the collapse of the Confederacy, a third pattern was adapted; a broad bar of red was placed on the fly end of the white field.


The Confederate Battle Flag. The best-known Confederate flag, however, was the Battle Flag, the familiar "Southern Cross". It was carried by Confederate troops in the field which were the vast majority of forces under the confederacy.
The Stars represented the 11 states actually in the Confederacy plus Kentucky and Missouri.


Confederate Navy Jack: Used as a navy jack at sea from 1863 onward. This flag has become the generally recognized symbol of the South.

While the battle flag was officially square, it was also flown in a rectangular shape and by units other than the Army of Northern Virginia.

The Naval Ensign was almost identical in design but used a lighter shade of blue.

The First Confederate Navy Jack consisted of a circle of seven 5-pointed white stars on a field of light blue. The Second Confederate Navy Jack is a rectangular precursor of the battle flag, usually about 5×3 feet. The blue color in the saltire (the diagonal cross) is much lighter than in the battle flag, and it was flown only on Confederate ships from 1863 to 1865.

There is no discernable difference except the color. Above is a naval ensign and below is a battle flag.
