Recently installed Waze, is only usable if a passenger in a vehicle.
These utils update themselves from the iTunes Store or the Google Play Store and keep track of app updates, especially if an app changes its price by having a limited time sale or limited time free download. These specials usually only last a day or two. For these sale/free items, you can usually check their price history over the last year.
You'd be surprised how large a group of apps you can get for free if you are patient and wait for that day or two once (or twice) a year when they'll give away top apps and games for free. Patience is definitely rewarded.
There are also some blog sites that keep track of current freebies on Google Play or iTunes Store. Some allow you to subscribe to an email list of the latest freebies/sales on apps.
An example of a hot freebie for iPad today is gTasks Pro.
It is an app to integrate a lot of different phone functions into Google Calendar and Google Maps. You can run it on Windows Phone, Android, and iPhone/iPad.
